The memo, which summarised a sequence of conferences in regards to the report, stated that if the bug was broadly identified, it might trigger a “lack of confidence within the Horizon system”, present branches with “ammunition guilty Horizon for future discrepancies” and have “potential impression upon ongoing authorized instances”.
