Mr Shapps had travelled on an in a single day practice from Poland to Ukraine, accompanied by chief of the defence workers, Adm Sir Tony Radakin, and a small crew of British officers. The purpose of their journey was to satisfy Ukrainian chief Volodymyr Zelensky and senior members of his wartime administration.
