The Delhi government has issued new guidelines concerning end-of-life vehicles in public areas, outlining penalties of Rs 10,000 for four-wheelers and Rs 5,000 for two-wheelers. These vehicles will be immediately impounded and the owners must pay these fines to get these vehicles back.
The guidelines call for ongoing enforcement efforts to remove such vehicles from public spaces in the city, with daily reports to be sent to the environment department and then to the Commission for Air Quality Management (CAQM).
Impounded vehicles that can be released will fall into two categories: those to be moved out of Delhi-NCR and those to be parked in private, non-shared spaces. A penalty, along with towing and parking fees, applies for releasing impounded vehicles. Vehicles impounded a second time or diesel-fueled transport vehicles over 10 years old cannot be released.
What is the legal age of vehicles in Delhi/NCR?
Petrol cars are permitted to use their vehicles for up to 15 years from the date of first registration, while those customers who own diesel cars have a limit of 10 years. Similarly, scooters and motorcycles are allowed to operate for 15 years.

How to get your impounded vehicle back
Applications for vehicle release must be submitted within three weeks, with an online platform to facilitate this process. Vehicles may be scrapped under three conditions: failure to submit a release application, application rejection, or second-time impoundment.
Scrap value will be digitally transferred to the vehicle owner’s bank account within 15 days of acceptance by the Registered Vehicles Scrapping Facility.
Delhi Govt’s proposed policy road tax reductions
The state govt recently proposed a policy under which customers may enjoy substantial road tax discounts of up to Rs 50,000, depending on the age and type of the scrapped vehicle. Personal car owners disposing of vehicles older than 15 years could receive a maximum reduction of Rs 50,000, while commercial vehicle owners may receive lesser concessions. It’s important to note that the policy has not yet come into effect.
